"The question in this grievance is whether or not management violates the 1981 National Agreement by assigning level 5 clerks to process 3579's in the CFS unit.  According to the file, the level 5 clerks were assigned to work in the CFS unit due to an extremely low volume of mail in the mail processing area and a backlog of 3579's to be processed in the CFS unit. CFS employees lost no work hours. In fact, CFS employees were given the option of working overtime on the days level 5 clerks processed 3579's.  Accordingly, as we find no violation of the National Agreement, this grievance is denied."
