The issue in this grievance is whether two changes of schedule justified out of schedule overtime for the employees involved. It is our position that no national interpretive issue involving the terms and conditions of the National Agreement is fairly presented in this case. However, inasmuch as the union did not agree, the following represents the decision of the Postal Service on the particular fact circumstances involved. Having carefully considered the information provided, we find no contractual violation. A permanent change of schedule was made to correct a problem. When it was found to be ineffective, the schedule was changed to its original time. Both changes were permanent and did not violate the National Agreement. Accordingly, the grievance is denied.
