USPS Position Letter: Article 8; Hours of Work (1986)

The issue in this grievance is whether management violated the National Agreement by giving the grievant five hours of administrative leave to avoid a workweek in excess of sixty hours. The union contends that the grievant was improperly bypassed for overtime and that employees not on the overtime desired list were used to avoid paying penalty overtime to the grievant. The corrective action requested is appropriate pay for four hours of overtime.
