The grievance concerns whether part-time flexible employees who were told not to report for work five hours prior to their scheduled reporting time are entitled to a contractual guarantee pursuant to Article 8, Section 8. It remains the position of the Postal Service that the work schedules of PTF employees may be changed with reasonable notice. In this case, the PTF employees received reasonable notice not to report. They are not entitled to any work guarantee.
