The question raised in this grievance is whether or not management at the Bellevue, Washington Post Office violated Article XI of the National Agreement by the manner in which it scheduled employees to work on Veterans' Day, November 10, 1980. In this grievance, a schedule containing the names of volunteers was posted on the Wednesday before the holiday as required by Article XI. After the schedule was posted, management found that additional clerks would be needed for the holiday. Because the additional scheduling could not be completed and posted by Wednesday, management used the Overtime Desired List as the source for the additional clerks. Since overtime was involved, we find no violation, of the National Agreement. Accordingly, as we find no violation of the National Agreement, this grievance is denied.
