The United States Postal Service and the American Postal Workers Union agree that the following resolution will resolve all issues in dispute in the above-referenced grievance:
1. The United States Postal Service recognizes its responsibility under Article XIV of the National Agreement to provide safe working conditions in all present and future installations and to develop a safe working force.
2. The American Postal Workers Union will cooperate with arid assist management to live up to this responsibility.
3. The Service, therefore, acknowledges that a delayed-start mechanism installed on letter sorting machines may provide an improvement in the safe working environment of such machines. A delayed-start mechanism has been cleared by the Central Region Engineering Change Committee for test and evaluation on letter sorting machines in Des Moines, Iowa. This document contains two Article 14 unrelated issues; a Pre-Arbitration Agreement on Page 1 and a Step 4 Agreement on Page 2.
