The question in this grievance is whether or not management violates Article XIV of the National Agreement by not discontinuing the use of Dow-Guard cleaning fluid in the LSM work area of this local office.  The file indicates that there has been extensive involvement by local management in this matter.  The safety section has determined that the fluid is odorous but not hazardous when proper precautions are taken, and the maintenance section has developed procedures to minimize the use of the fluid and to provide maximum ventilation during its use.  In our opinion, the dispute is reduced to the factual issue of whether the above steps have been reasonable and sufficient for this local office.  We believe that this is a proper subject of discussion and possible resolution at the local Health and Safety Committee meetings as constituted in the 1981 National Agreement.
