The issue in this grievance is whether management properly reissued a policy concerning the wearing of dark or tinted glasses. After further review of this matter, we agreed that there was no national interpretive issue fairly presented in this case. The parties at this level agree that whether the subject policy was proper can only be determined by full development of the specified fact circumstances involved with respect to the medical limitations of employees and bona fide safety considerations. Accordingly, we agreed to remand this case to Step 3 for further consideration by the parties.
