The question in this grievance is whether or not management violates Article XVII of the National Agreement when the local Union steward's requests to interview non-postal APC Skills Company employees and to review all data collected by these employees was denied. Local management's reasons for denying the requests are based upon their understanding that Union stewards may interview only postal employees when investigating grievances and that there was an agreement to provide the information concerning the AFC program at the National level. Briefly, the APC Skills Company was contracted to analyze designated postal systems considering four elements. These elements are (1) the attitudes of people in the work environment; {2) the work itself, (3) the skill of the manager to manage the work; and (4) the skills of the worker to perform the work. There were several discussions held at the National level where the National Union officers were provided information concerning the program. Also, representatives of the National Union were authorized to visit the sites where the program was being conducted.
