The issue in this grievance is whether management was proper in denying the Union's request for discipline records of supervisors. The Union contends that the discipline records of supervisors are needed to determine whether there is disparate treatment in disciplining craft employees. Management should discipline craft and supervisory personnel in a similar manner for the same offense. It is our position that no national interpretive issue involving the terms and conditions of the National Agreement is fairly presented in this case. However, inasmuch as the Union did not agree, the following represents the decision of the Postal Service on the particular fact circumstances involved.
