The question in dispute is whether the Step 1 Grievance Summary, PS Form 2608 should be furnished to the Union upon request. It is our position that the disclosure provisions set forth in Article 17, Section 3 and Article 31, Section 2 of the 1981-1984 National Agreement are intended to impart information to the parties that is germane and supportive of a position in a grievance. The information is exchanged between representatives to ensure that both parties are cognizant of their respective arguments in order to achieve resolution at the lowest possible level. It is mutually agreed that the Grievance Summary, PS Form 2608, is included in the aforementioned process when the designee, beyond Step 1, utilizes the Grievance Summary, PS Form 2608 to support an answer to the grievance.
