We mutually agreed that there was no interpretive dispute between the parties at the National level as to the meaning and intent of Article XVII of the National Agreement as it relates to the issue in this grievance. The grievance involves a Union request that stewards be released for Union activity immediately, and in no instant, longer than two (2) hours subsequent to request. The question is one of application rather than interpretation. While we could not agree to the corrective action requested, we did agree that such requests shall not be unreasonably denied. Accordingly, as further agreed, this case is hereby remanded back to Step 3 for further processing by the parties at that level.
