The issue in this grievance is whether the grievant was denied union representation upon her request to have a union steward present during a fact gathering interview with a postal inspector. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. There is no dispute between the parties at Step 4 relative to the meaning and intent of Article 17.3 which provides in part; "...If an employee requests a steward or union representative to be present during the course of an interrogation by the Inspection Service, such request shall be granted." Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
