Under the provisions set forth in Article XVII, a steward's immediate supervisor has the responsibility for granting permission to leave the work area for Union related business. In order to assure that such requests are not unreasonably denied, the supervisor must determine the scope of the situation the steward is pursuing in order that an appropriate amount of time may be granted. Such actions do not violate the terms and conditions of the National Agreement; therefore, the grievance is denied.
