This Step 4 Settlement Agreement involved the cost of replacing identification badges. There was no dispute between the parties at the National level concerning our understanding of the language contained in the Administrative Support Manual (ASM), Section 273.272 which states, in part, that the charge for each replacement of a lost identification badge is $1. The replacement fee is applicable to all types of Postal Service identification specified within ASM, Section 273.2. Accordingly, as the parties further agreed, this case was remanded to the parties at Step 3 for implementation of the above-referenced regulation.
