This USPS Step 4 Denial outlines Management's position on whether management violated the Privacy Act by placing the absence analysis records on the computer. The union alleged that management was maintaining a Privacy Act system of records that had not been published in the Federal Register in accordance with prescribed regulations. It was the position of the Postal Service that the automation of the absence analysis information by the local office did not violate the Privacy Acts' requirement to publish advance notice of changes to systems of records. The types of changes that require publication were provided in Section 353.242 of the Administrative Support Manual. The Postal Service concluded that the action of automating PS Form, 3972 information did not require such a notification, and denied the grievance.
