The question raised in this grievance involved administering of drug analysis test. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. We agreed that the question raised can be answered by applying the provisions of Postal Bulletin No. 21341, dated March 4, 1982, to the fact circumstances. Accordingly, as we further agreed this case is hereby remanded to the parties at Step 3 for further processing and arbitration, if necessary.
