The question in this grievance is whether management was proper in converting a PTF clerk (Mail Distributor) to full-time without requiring the clerk to pass a written examination. The facts in this case indicated that the clerk was appointed from a noncompetitive register established under the provisions of Section 261.343 of the Personnel Operations Handbook (P-11). He was converted to career status after serving two 89-day casual appointments. In accordance with the P-11, Section 261.343, a written examination is not required for this type of appointment. Once an employee is appointed and converted to career status under these provisions, the conversion to regular status is the same as for employees appointed from a competitive register. Based upon the above understanding, we agreed to close this
case.
