The issue in this grievance is whether management acted properly in non-selecting grievant for a rural carrier ·position on a non-competitive basis. It is our position that no national interpretive issue involving the terms and conditions of the National Agreement is fairly presented in this case. Inasmuch as the Union declined mutual agreement in this regard, however, the following represents the decision of the Postal Service on the particular fact circumstances involved. Instructions governing the hiring of rural carriers were published in Postal Bulletin 21322, dated December 31, 1981. In the article it is stated that "[n]o one, including current postal employees in other crafts, will be allowed to ... be non competitively appointed to a regular rural carrier position... Thus, it is our position that the only way to move from another craft into a rural carrier position is to be competitively selected from the appropriate register of eligibles. Accordingly, this grievance is denied.
