In this case, the union contends that when an employee is scheduled to retake the clerk-stenographer examination after a prior failure, the employee should be required to take only the failed portion and not the entire examination. In addition, test scores for employees who took the clerk-stenographer examination at Postal Service Headquarters should be transferable to the local office. Information received from the National Test Administration Center reveals that the policy of the current system is to require competitors to retake the entire examination when they have previously failed regardless whether they passed any individual parts. The clerk-stenographer examination administered at Headquarters is different in scope from the exam given at other installations and, therefore, the test scores are not transferable. Accordingly, as we find no violation of the National Agreement, this grievance is denied.
