These grievances involve the posting and award of Procurement Clerk, Level-5, vacancies at the Flushing Post Office. During our discussion, we agreed to the following:
1. In filling the positions in question, the provisions of Articles 37.3.A.1 and 37.3.F.5 are to be followed.
2. EL-303, Section 174, relative to the use of PS Form 1717 for senior-qualified bids, applies to this case.
3. Heavy lifting can be specified on a job posting if it is a physical requirement unusual to the specific assignment.
We also agreed that these cases require application above, rather than an interpretation. Accordingly, agreed, the cases are hereby remanded to Step 3 for application of the foregoing to the fact circumstances.
