The question raised in this grievance is whether the grievant properly submitted documentation to support her absence due to illness. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. Whether the grievant provided acceptable documentation in accordance with the provisions of subchapter 513.364 of the Employee and Labor Relations Manual (ELM) is a factual dispute. However, the parties at Step 4 agree that a naturopath is considered an "attending practitioner" under ELM 513.364. Accordingly, as we further agreed, this case is hereby remanded to the parties at Step 3 for further processing, if necessary.
