The issue in this grievance is whether the EL-307 Guidelines on Reasonable Accommodation falls within the purview of Article 19 of the National Agreement. During our discussion, we mutually agreed that the following constitutes full settlement of this case: Without prejudice to either party's position concerning Article 19, the EL-307 represents the Postal Service's guidelines for the hiring of handicapped individuals who apply for
postal employment.
