We mutually agreed that no national interpretive issue is fairly presented in the particulars evidences in this case. Whether or not a past practice has been established at the Orlando office which provides employees time on-the-clock to file a protest in writing to the official in charge of their installation under the circumstances described in this grievance can be determined by evaluating the fact circumstances involved. Accordingly, as we further agreed this case is hereby remanded to the parties at Step 3 for further processing if necessary.
