The issue in this grievance is whether management violated the National Agreement, specifically Articles 7 and 19 as they pertain to the utilization of rehabilitated employees returning to duty after a job related injury. After further review of this matter, we agreed that there was no national interpretive issue fairly presented in this case. This a local dispute over the application of Subchapter 546 of the Employee and Labor Relations Manual. Therefore, this case is suitable for regional determination. Accordingly, we agreed to remand this case to Step 3 for further consideration by the parties.
