The issue in this grievance is whether management properly reassigned an employee from the letter carrier craft to the clerk craft under the Rehabilitation Program. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. We also agreed that the issue in this case is proper for regional determination under the provisions of Subchapter 546 of the Employee & Labor Relations Manual. If the parties are not able to settle this matter, the issue is suitable for regional arbitration. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing including arbitration, if necessary. (Attachment Letter Included).
