The issue in this grievance is whether placement of a rehab employee in a residual vacancy violated the National Agreement. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. We agreed that the issue requires application of the settlement reached on grievance no. HlC-3A-C 27026 to the facts involved. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing including arbitration if necessary.
