The issue in this grievance is whether the local office is maintaining an improper system of records. After further review of the matter, we mutually agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Articles 3 and 19 of the
National Agreement. This case is a purely local dispute over the application of the record-keeping provisions of the Administrative Support Manual and the Employee and Labor Relations Manual. These manuals provide instructions on which records are to be maintained by the USPS and its supervisors. In addition, any record ordered destroyed by·the MSPB shall be removed from the employee's OPF and destroyed. Accordingly, as we further agreed, this case is hereby remanded to Step 3 for further development and consideration,
if necessary, by the parties.
