This grievance involves the placement of current and former employees who have performance limitations in a position entitled Entry Point Aide, EAS-7. During our discussion, we agreed that, under the provisions of ELM 546.142, the employees can be placed in non-bargaining positions, and under ELM 546.2, they can be placed in bargaining positions. We also agreed that such placement must be in positions contained in Handbook P-1. Accordingly, we mutually agreed that this case is to be remanded to Step 3 for compliance with the above by taking the action necessary to correct the records of employees who were placed on Entry Point Aide positions and, if vacancies exist, to place the employees in accordance with ELM 546.142 or 546.2.
