The issue in this grievance is whether the grievant was placed in the proper step after voluntarily requesting an assignment to a lower level position. After further review of this matter, we mutually agreed that no National interpretive issue is fairly presented in this case. This is a dispute over the application of Part 422.261 of the Employee and Labor Relations Manual. Therefore, this case is suitable for regional determination. Accordingly, we agreed to remand this case to Step 3, for further consideration by the parties.
