The question in this grievance is whether management violated Article 19 of the National Agreement by not giving the grievant travel pay for travel to and from off site training within a radius of 50 miles from his regular duty station. It is our position that no national interpretive issue involving the terms and conditions of the National Agreement is fairly presented in this case. In our view, the issue is adequately covered in ELM 438. However, in the absence of an agreement, the following represents the decision of the Postal Service:
Having carefully considered the information provided, we find no contractual violation. The travel involved was from the grievant's residence to a temporary training site within a 50 mile radius of his official duty station. Under the circumstances, such travel is not compensable. As we find no contractual violation, the grievance is denied. This document contains two Article 19 related issues; a Maintenance Craft Step 4 Settlement Agreement on page 1 and a Clerk Craft Step 4 Settlement Agreement on page 2 (addressed to Maintenance Craft Officer Wevodau).
