The issue in this grievance is whether the grievant is entitled to compensation for time spent returning from a training session. After further review of the matter, we agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Articles 8 and 19 of the National Agreement. The parties at this level agree that Section 438.13 of the Employee and Labor Relations Manual (ELM) does not provide for the requested payment. In addition, the Department of Labor has reviewed and approved the travel and compensation provisions of the Elm. Accordingly, we agreed to close this case.
