The issue in these grievances is whether the work performed by a L-5 Distribution Window Clerk at Richardson Texas, warrants upgrading the position to T-6. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in these cases. We agree that there is no dispute between the parties at the national level and these grievances are for regional determination for application of Section 233.4 of the Employee and Labor Relations Manual. Accordingly, we agreed to remand these cases to the parties at Step 3 for further processing including arbitration if necessary.
