The issue in this grievance is whether the grievant was entitled to a reply for a recommendation made through the Suggestion Program. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. Whether the grievant properly submitted the suggestion and was entitled to a reply is a local dispute suitable for regional determination based upon the particular circumstances. The parties at this level agreed that the substance of a suggestion made pursuant to the provisions outlined in the P-16 Handbook is not a grievable matter; however, if proper procedure is followed for its submission, an answer is given. Accordingly, we agreed to remand this case to the parties at Step 3 for further discussion and resolution.
