This decision Supersedes my decision dated August 19, 1981. On.August 14, 1981, we met with you to discuss the - above-captioned grievance at the fourth step of our contractual grievance procedure. The matters presented by you as well as the applicable contractual provisions have been reviewed and given careful consideration. The question in this grievance is whether or not management violates Article XIX of the National Agreement with regard to eliminating the use of money order validation plates. The grievant expresses a concern for security. Investigation has revealed that the requirements for using validation and limitations plates have been rescinded on a trial basis at this time. We mutually agreed that if after the trial basis a decision is made to permanently eliminate the use of validation and limitation plates, the Union will be notified.
