The question raised in this grievance involved whether employees in the word processing unit at the Atlanta office should be given their paychecks on the day before pay day. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. We agreed that an answer to the question raised requires application of the provisions of Handbook F-1, Section 445, rather than an interpretation. Accordingly, as we further agreed, this case is hereby remanded to the parties at step 3 for further processing if necessary.
