The question in this grievance is whether management violated Article 19 of the National Agreement, specifically Personnel Handbook, Series P-1, and Fiscal Handbook, Series F-1. The union contends that in order to comply with Section 132.1.a., F-1, the responsibility for a fixed credit accountability should be added to the position description for window clerk, KP-13, and deleted from the position descriptions for stamp supply clerk, SP2-156, and window services technician, SP 2-388. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. There is no dispute between the parties at the national level concerning the meaning and intent of Section 132.1.a, F-1. We further agreed that each of the positions mentioned above can be assigned a fixed credit. Accordingly, based on the above understanding, we mutually agreed to resolve this case.
