The question in this grievance is whether management violated Article 19 of the National Agreement, specifically Handbook F-22. The union contends that PSDS badges must be made available five (5) minutes prior to employees' scheduled reporting times. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. There is no dispute between the parties at the national level relative to the meaning and intent of Section 214.1, F-22. We further agreed that the amount of time afforded employees to obtain their badges is predicated upon the possibility of congestion and/or other conditions which prevent easy access to time clocks. A determination as to whether or not employees at the West Palm Beach post office need additional time to obtain their badges must be based on a review of the fact circumstances involved. Accordingly, as we further agreed, this case is hereby, remanded to the parties at Step 3 for further processing if necessary.
