The issue in this grievance is whether management violated the National Agreement by requiring a general clerk the responsibility of completing others' Travel Vouchers (Form 1012). It is our position that no national interpretive issue involving the terms and conditions of the National Agreement is fairly presented in this case. However, inasmuch as the union did not agree, the following represents the decision of the Postal Service on the particular fact circumstances involved. In accordance with the M-9 Handbook, the submission of Travel Vouchers (Form 1012) is the responsibility of the traveler. However, the information may be given to a General Clerk in order to have them prepare the 1012 which is then reviewed by the traveler for accuracy and signed. Therefore, this grievance is denied.
