During our discussion, we concluded that the question in this grievance is whether time spent traveling to and from one's home and place of work is considered work time. After reviewing the information provided, it is our position that time spent traveling to and from one's home and place of work is not work time as long as the work location and the employee's home are within the local commuting area. interim Publication 118, questions and answers, clearly support our position. Further, it is our position that this grievance does not involve an interpretive issue.
