The issue in this grievance is whether the grievant is entitled to compensation for 4 hours of manual scheme study on position # 2119 prior to its cancellation. During our discussion, we mutually agreed that the following constitutes full and final settlement of this case:
1 ) The grievant shall be compensated for 4 hours spent to study a manual scheme for bid # 2119, which was subsequently cancelled by management.
2) Whether the grievant is entitled to restoration of annual leave or payment at the overtime rate shall be determined at the local level by application of Postal Bulletin 21397,. dated March 31, 1983 to the particular circumstances .
