We mutually agreed that there was no interpretive dispute between the parties at the national level as to the meaning and intent of Article 37 of the 1981 National Agreement as it relates to the question in this grievance. We find no contractual obligation for having scheme books at each case on a secondary. However, local management should be mindful of its responsibility of furnishing visual aids reflecting scheme changes at the cases to assist in the learning of certain scheme changes through productive distribution (ref: 435.4, M- 54). Employees should be mindful of their responsibility to maintain proficiency in the accurate recall of the scheme items in the scheme distributed (ref: 571, M-54). According, as further agreed, this case is hereby remanded to step 3 for further processing by the parties at that level if
necessary.
