The question raised in this grievance is whether management violated Article 19 of the National Agreement, in that the grievant was denied additional paid scheme study time. The grievant's previous duty assignment had been abolished. He bid and was awarded another assignment. After completion of the allotted on-the-clock training without qualifying, the grievant requested additional study time. The request was denied. Eight (8) days later the grievant took and passed the examination. He alleged two hours of his personal time was used to study the scheme prior to the final examination. It is the present policy of the Postal Service that additional paid scheme study time in excess of the time authorized by Section 412.2 of the M-5 Handbook will not be provided. However, due to facts unique to this case the parties agreed to the following non-citable and non-precedential resolution. The grievant will be compensated for the two hours of additional study time. Payment will be made at the overtime rate.
