The issue in this grievance is whether management is required to allow employees to go for scheme training on every work day during the deferment period. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. The P0-402T, part 152.22 is being revised as follows and will be issued in the near future:
152.22 SCHEDULED TRAINEES.
Scheme training will be scheduled for a minimum of five days each week. The only exceptions are:
(1) if an employee is off on leave or holiday;
(2) if a PTF is scheduled to work less than five days.
If either of these exceptions exist, attempts should be made to schedule multi-training sessions to maintain the completion schedule. Annotate a trainee's reason(s) for non-attendance on Form 2432. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
