This is to memorialize the parties understanding regarding the input of the Vancouver, Washington, Local of the American Postal Workers Union, AFL-CIO, in implementing the pre arbitration settlement of the above-referenced cases. Chapter 2 of the Methods Handbook/Series M-5 provides for employee input, through a local scheme committee, with regard to scheme assignments and scheme examinations. The Postal Service encourages employee participation at the Vancouver office in implementing our agreement to the extent and in the manner set forth in the aforementioned provisions of the M-5. The Vancouver local should designate the employee member ( s) of the local scheme committee.
