The issue in this case is whether scheme study time must be provided when changes are made to existing schemes. The appropriate amount of scheme training study time is determined by application of various provisions of the M-5. Manual distribution is governed by Section 435.3 of the M-5. That section provides that as a rule of thumb 32 or fewer scheme item changes per postal quarter should be learned through productive distribution. In this case a sufficient number of changes have occurred so that formal scheme study is required. Employees will receive training on all changed items. The amount of study time is determined by Section 432.1 of the M-5.
