During our discussion, we mutually agreed that there is no interpretive dispute between the parties at the National Level as to the meaning and intent of Interim Publication 118 as it relates to paid study time for preparing flash cards for scheme training. Accordingly, as further agreed, this case is hereby remanded to Step 3 for further processing by the parties at that level based upon the fact circumstances involved, with the understanding that if employees are required to make flash cards as an aid for scheme study, the time allowed to perform this task will be in addition to the regular scheme study time.
