The question in this grievance is whether the grievant is entitled to be paid for the time he spent studying and passing a city scheme. During our discussion, it was mutually agreed that the following would represent a full settlement of this case:
The grievant shall be compensated for the study time involved in accordance with Postal Bulletin 21397, dated March 31, 1983, provided the scheme which he passed was required for the job for which he initially bid and the job which he subsequently accepted. In no event, however, will the grievant receive double compensation for the training and studying of the same scheme.
