The Postal Service and the American Postal Workers Union, AFL-CIO agree that for scheme training purposes the body of city distribution schemes for the Vancouver, Washington Post Office will be arranged by Zip Code ' area and in accordance with the standards for arranging such schemes currently utilized at the Portland, Oregon Management Sectional Center, including the standards for grouping numbered streets. The number of scheme items for the Vancouver schemes will be identified in the manner employed at the Portland, Oregon Management Sectional Center, both for training for initial qualification on a scheme and for training for scheme changes. The Postal Service will implement this agreement no later than May 19, 1980.
