During our discussion, we concluded that the question in this grievance is whether management is obligated co-issue each employee a scheme book and updated scheme material. After reviewing the information provided, it is our position that the manner in which scheme material is made available to employees at the Hastings, Nebraska Post Office does not violate the provisions of Publication 118. Making scheme books available to employees at city distribution cases and is the scheme study room is consistent with Publication 118.
